About 70,000 civilians are trapped in war zone in Sri Lanka and India has urged the Tamil Tiger rebel leaders to allow the civilian to vacate the war zone. The rebel leaders have been fighting for an independent state since 1983 and Indian government offered help to protect civilians trapped in war area.

The rebel group fighting against the Sri Lankan government is using the civilians as human shields to escape attacks of government troops.
